MINUTES
OLD LYME PLANNING COMMISSION
REGULAR MEETING
JUNE 14, 2018


PRESENT WERE:  Harold Thompson, Todd Machnik, Steven Ross, and Robert McCarthy.

The commission began their meeting with the Pledge of Allegiance.

LOT LINE MODIFICATION – 69/73 GRASSY HILL ROAD – APPLICANT: BRUCE NOYES

Tony Hendriks, Land Surveyor was present to discuss the application on behalf of the applicant, Bruce Noyes.  He  explained that Mr. Noyes is proposing to amend the lot lines between two existing properties to provide a buffer to his adjacent property as well as increase the size of the second parcel to.46 acres (20,000 sq.ft.).    He further stated the second parcel with the existing home is currently under contract.   The commission reviewed the maps submitted with the application.

Chairman Thompson stated the commission received a letter from Attorney Cassella dated May 9, 2018 stating he had no objection to the approval providing the applicant obtained a full B-100a approval from the Ledge Light Health District and the applicant provide proposed deeds to be reviewed by counsel and recorded at the time of filing.  Chairman Thompson stated the commission received a letter dated June 14, 2018 from Ryan McCammon, Ledge Light Health District approving the proposed Lot Line Modification.  

Steven Ross made a motion to approve the Lot Line Modification as submitted.  Robert McCarthy seconded the motion.   The motion passed unanimously.   

CONSERVATION COMMISSION – PLAN OF CONSERVATION AND DEVELOPMENT

Chairman Thompson stated he had spoken with Tom Sherer, Conservation Commission who indicated the Conservation Commission was interested in sending out some sort of survey to gather information prior to updating the Plan of Conservation and Development.  Thompson stated after their discussion it was agreed the commission opted not to do a survey at this time.   

READING AND APPROVAL OF THE MAY 10, 2018 MEETING MINUTES

Steven Ross made a motion to waive the reading and approve the minutes as submitted.  Todd Machnik seconded the motion.  The motion passed unanimously.  

ANY OTHER BUSINESS OR CORRESPONDENCE

GEOENVIRONMENTAL INC.

The commission discussed the upcoming workshop which will include a presentation by GZA GeoEnvironmental, Inc. regarding the impact of Coastal Damage following a storm.   The workshop is
scheduled for Wednesday, July 11, 2018 at 3:00 p.m. at the Memorial Town Hall.  Todd Machnik agreed to forward the information onto the Flood and Erosion Board.   

HOPE PARTNERSHIP

Chairman Thompson stated he has not drafted a letter to the Zoning Commission with respect to issues regarding Hope Affordable Housing, LLC.   He further stated the Zoning Commission has continued their hearing until July.    

LAND USE WORKSHOP

Chairman Thompson reported that he attended the Land Use Course on June 5th, 2018 to discuss Legal Requirements and Procedures and Roles & Responsibilities.   He noted the instructor was Bruce Hyde, from the Uconn Center for Land Use Education and Research.   Thompson reviewed some of the points of the meeting and it was also noted the entire slide presentation was available online for anyone who was unable to attend.

PRESENTATION BY SENATOR CHRIS MURHPY

Chairman Thompson informed the members that Senator Chris Murphy has invited local residents to a meeting to discuss Connecticut’s rivers, shorelines, and coastal resiliency in  Essex, CT.   Senator Murphy hopes to soon unveil a new bill which would create a new grant program at the National Oceanic and Atmospheric Administration  (NOAA) to help states, towns, and nonprofits create living shorelines projects to build climate-change-resilient communities.
